Last week, the Pennsylvania senate voted to allow the sale of to-go cocktails in the state of Pennsylvania. And as of Thursday, May 21, the legislation has been signed by Governor Wolf and is now legal!
Under the new law, restaurants, bars and hotels who hold R and H liquor licenses, lost more than 25 percent of their average monthly sales, and also sell prepared meals for takeout can sell mixed drinks in sealed containers. Containers must be “sealed” (it could be as simple as a soda cup top with the hole taped over), and drink sizes will be limited to between 4 oz. and 64 oz. (Meaning, no shots.) Customers do no have to buy food when buying drinks. These new rules are temporary – valid only during the state’s current “disaster emergency” and mitigation plan that follows (the red and yellow phases of Wolf’s reopening plan).
The following restaurants in the city of Philadelphia and out on the Main Line are just some of the many that have been eagerly awaiting this news. And they’ve already announced their first menus for to-go cocktail service!
For Leda and the Swan and Wine Dive, the shut-down from the global pandemic was a huge blow as both bars had just opened weeks before to huge fanfare and critical praise.
“Leda and the Swan was one of the last hospitality concepts to open before this crisis hit – opening our doors just weeks before the shut-down,” said Glu Hospitality’s Derek Gibbons. “Opening any restaurant, bar and lounge is a major investment and to close at such a fragile time was devastating. We are thrilled we can return and begin the recovery process.”
For Stove and Tap, Al Pastor and The Bercy, the four locations by Stove and Co Restaurant Group will see new opportunity to continue to recover at their giant suburban locations and add cocktails to their offerings of food. Craft Concepts Group and Teddy Sourias will bring back to life his well established and popular brands all under one roof to start, including Tradesman’s, Bru, and and the instagram-worthy Blume (and their pour over “now you can make at home” cotton candy cocktail).
“Craft Concepts Group and our properties have been shuttered since this crisis began – with nearly 350 employees affected by the shut-down,” said Craft Concepts Group owner Teddy Sourias. “We applaud the state of Pennsylvania for seeing how important this change was to the economic recovery of restaurants across the state. We will open our brands for the first time this weekend in special anticipation of this exciting news. Look for BRU, Blume, Finn McCool’s and Tradesman’s all to return to the Center City hospitality scene this week with food and beer through our Tradesman’s venue, with cocktails to come the minute they are legal and signed into law.”
For FCM Hospitality who has been operating out of Rosy’s Taco Bar, this represents a major win as owner Avram Hornik also continues to push for exploration for the safe re-opening for restaurants for outdoor dining. Hornik will also make a major announcement in the next few weeks about re-opening of other properties.
The list below represents just some of the first of legal to-go cocktails that have been announced as ready to go when they’re allowed! We’re sure that once things become official, many more restaurants will follow suit with announcing their menus.
